This was made in 2003, 4 years after Colombine happened and it probably still fresh in many peoples mind that went through that. Why makr them think about having to go through something like that again?
This kind of stuff perpetuates the idea that (real life) violence like this is okay, even though the movie itself is only fiction.
several other movies based on school shootings were made after columbine. "Heart of America" came out almost a year before columbine. to answer your question these kinds of films are made partially to raise awareness about school bullying and the emotional damage it can cause
