Is Big Brother's format broken?

Big Brother seems to be suffering from a structure that promotes having too many alliances. "Almost everyone spends most of the week safe and comfortable, especially if they’re in an alliance that is connected to the head of household—and with large alliances, that’s very likely," says Andy Dehnart. "I think that’s the central problem: a format that doesn’t require everyone to feel in constant jeopardy, and doesn’t give them the ability to do much of anything, as the players can only vote for one of the two people who’ve been nominated."

More like they are not being risk takers. If you were in the game who are the first two people you would have put up? No alliances involved?

I don't think its broken, but it needs to be refreshed.
I think they should do away with the head of household and the nomination process and replace it with something different to break up the reliance on the tired 'We're in an alliance and running the show' thing.
This isn't high school.
How about having a competition with the two bottom players being up for eviction? The two of them can have a contest to see who wins and that person names someone to take their place?
I watch every summer but the last couple of seasons have been hard to stick with. The whole alliance thing was interesting at first but has really grown tiresome.
