I've always thought it was a play on 'legally blind' which is what you're called when you're a blind person. But instead, she's blonde and in the legal field.

I'm always disappointed to discover that a movie ISN'T set in a dystopian future. I can't imagine why anyone would make a movie that isn't.

Aside from the obvious pun value, "legally" is often used to mean "technically, yes -- but not really." (Example: a person with 20/200 vision who can still see with glasses could be called "lrgally blind".) Elle is technically a blonde, yes due to her hair color. As for the other associations with that word -- bimbo, dumb, superficial, lazy, mean -- she is none of them. This expresses the film's central theme: she's only technically a blonde, something many will never accept no matter the mountain of evidence to the contrary.
