One of my brothers believes that this was planned as an adult cartoon(due to the fact that there was so much hidden adult humor that got past by the censors). But what happened?

It used to be called The Whoop Ass Girls, obviously when cartoon network got ahold of it they had to make a few changes,including the name to target a younger audience.

It seems it's both, a cartoon for adults as well as kids.
