I don't think that the creator of the programme Johnny Bravo liked the development of the background characters. Any episode he supervised meant that the background characters stayed far into the background. Some people (perhaps everybody) prefers that the character development should be on Johnny and only Johnny.

I actually like the background characters and consider them to be supporting characters. Including these Supporting Characters actually has character development for Johnny as well.

Bunny: Original character, but much glossier in the first season. This character is important because he is Johnny's mother, or as always called "Mama".

Pops: Not an original character, but this is the father figure for Johnny.

Master Hama: Not an original character, but this is Johnny's boss. Johnny working for (and trying to attend) Martial Arts classes is an expansion on Johnny's martial arts moves that he does all the time.

Suzie: This is a neighbour character. She was an original character that went through three or four design changes.

Carl: Another neighbour character. Neither neighbour character is that important and Carl isn't an original character. If somebody says that Carl is unnecessary, the same thing can be said for Suzie. Also, Carl appears to be based off of a few characters that resemble him that appeared in the first season. If Van Partible continued to supervise the episodes, it is very likely that he would have eventually created Carl himself.

I just loved Carl! Interestingly enough, he would get some bit parts in the newest season.

He's unnecessary because there already were recurring characters from the first season. No need to add more and take away more screentime from Johnny.

As you might have noticed, Johnny has never stopped being the protagonist.
There are plenty of episodes of this show, where Carl is not present at all.

I'm pretty sure I didn't say he wasn't the protagonist anymore.

If Carl wasn't present, there was another side character instead.
