5??? This movie ruled! (SPOILERS)

I can't believe the low rating. It deserves at least a six. Here's why:

Good performance from Larry and even Steve.
The scene where Steve's girlfriend got killed genuinely shocked me. I was gobsmacked. How could these people do such a thing!
Good performance from Will Patton. (As always)
The great one liner "time to pay the piper"
The superb level of suspense created by the director at the cable car scene. As well as several others.
When Larry came in to save steve from torture all guns blazing and was suddenly revealed as a cop. Great twist.

I vaguely remember seeing tv spots for this as a kid & i've seen parts of it many years ago. I recently watched this all the way through for the first time and I was pleasantly surprised. A very overlooked & forgotten 90s action thriller. A solid 6.5 or 7.
