I totally expected the black dude to whip out his harmonica at the end and start playing it, as the film had earlier on made it seem like he was holding off on playing it until later for some reason. But then nothing ever came of it! So WTF was the point of that mini storyline?

I think it was character building. Andy wants to remind his fellow inmates that there is still a hopeful world outside their walls. He does it again when he plays music for the yard.
