For the same reason people like Trump or Bush are the President... Is the best and the brightest person the one chosen in a democracy? Shawshank is a good movie that makes people happy and doesn't require any particular intellectual aptitude to enjoy.

I think the DNC is almost as corrupt but since the Republicans are about to put several thousand lives at risk to save the rich some money, I'm picking on them right now... shareShawshank is definitely a great movie but I wouldn't rate it above classics like The Godfather, Casablanca, Forrest Gump, Chinatown, Silence of the Lambs, Citizen Kane, Rocky, Rear Window, Vertigo, Raging Bull... I could go on but you get the idea.

For those who don't want to read the link, it happened as a result of spam voting by The Dark Knight fanboys. They tried pushing The Godfather out of the #1 spot at the IMDB by mass downvoting/upvoting. However, the plan backfired and Shawshank Redemption wound up claiming top spot instead.
