How many times did Phil have to relive the same day in order to learn all he had to learn? Every detail of those people's lives, keyboard playing, ice sculpture, grand larceny, etc. Wouldn't it seem to you that ten or twenty years worth of subjective time for Phil would not be an unreasonable for all that.
shareWatching the movie it seems as if the same day repeats itself only for a couple of months (maybe a few years). But according to Wikipedia the writer or director says Phil was stuck in Groundhog Day for at least 30 t 40 years since it takes about 10 years for any person to become good at something.
