...from the early 90's and starring Scott Glenn, where the protagonist is a young recruit whose dad was killed in the line of duty, is looking to discover the identity of a serial killer and gets into a quid pro quo relationship with an incarcerated dangerous psychopath who trades his insights into the killer's psyche against details of the protagonist's childhood related to the death of their father?

Goes to show that cinema is not just about plot or "shooting a sceenplay" : cinema begins where the screenplay ends, and two films identical on paper (such as Silence of the Lambs and Backdraft, or Aliens and Rambo II) can become two very different films, exploring very different themes and providing vastly different insights into the nature of the world.
