A planned franchise?

Did studio execs plan to make this into a franchise if it did well, with possibly a couple of Lethal Weapon type sequels?

Kind of strange they would have cast Roberta Vasquez, former Playmate, as Sheen's new partner unless that was just a gag at the end of the film and they meant to write her out of future versions (or keep her in as some kind of periodic comic relief as Sheen and Eastwood filled most of the screen time).
