yeah the plot is garbage

It is. Terrible film in so many ways, from the angry black Vietnam Vet, which didn't belong to ripping off Stakeout to not paying off something that is said earlier that you expect to happen.
I read this went through 15 drafts. It wasn't enough.

its not for everyone

It's a comedic farce with some great performances and Keith David at his absolute best.

I thought the same thing for decades then actually saw it. It's a very funny movie and I should have never judged it by its cover.
