Why do they still need to wait for the telegram to arrive or the 1955 DeLorean?

Especially since they are both in the same time. Marty arrives in 1885 with the DeLorean that springs a leak and loses all the fuel in the tank. Okay, so why did Doc and Marty forget about the 1955 counterpart waiting in the mineshaft?

Typically when a vehicle has to be left unused for a lengthy amount of time, the tank has to be drained so old, expired fuel doesn’t cause problems for the engine (gasoline only has a shelf life of 4 years). Doc likely did this with the 1885 DeLorean, and since he wasn’t expecting Marty to show up when he did, probably disposed of the fuel also, as it would’ve been deemed useless from that point - In turn, also rendering the other DeLorean immobile.
