Why is Miss Moneypenny barely in this?

Caroline Bliss literally has a single scene as Miss Moneypenny in Licence to Kill. Yes, it's still a crucial scene since she's the one who called Q to go and help Bond. But still, it's pretty much a blink and miss cameo. It just felt like an unceremonious (in hindsight) end to Caroline Bliss' tenure as Moneypenny. Especially considering that this might be the only James Bond movie where Moneypenny doesn't share a single scene or physically interact with 007.

Moneypenny doesn't usually get more than two or three scenes anyway, though, does she? She's probably barely in it because Bond goes rogue and he's not about to hang around at the office, tossing his trilby onto a hanger and bandying banter about with the boss' secretary.
