What are you basing your opinion on?
You see mine is based on RMK not being able to have the part 3 he wanted hence we ended up with a movie that is considered by the majority as the worst of the trilogy. So it was certainly written with contempt.

KK3 introduced us to Terry Silver a war hero philanthropist karate master.

Which doesn't mean it wasn't written with contempt. Furthermore the character of Silver was introduced because Martin Kove couldn't commit to the full movie. Silver was never part of it to start with.
You see nobody is asking for a personal opinion on whether the movie is good or not.

Martin Kove couldn’t be in the entire movie because Kreese needed some R&R in Tahiti due to being terrorized by the two jerks. Stop being so obtuse.

Maybe in a way. I think Kamen wanted to go back in time a few centuries and do something with that. I can't remember past that, but the executives said how about no scott.
