Is Billy a reference to One Flew Over The Cuckoo's Nest?

While One Flew Over The Cuckoo's Nest is a drama and has nothing to do with slasher films, the Billy in it and the Billy in this movie are so similar that I wonder if there is a connection. They both stutter, have great anxiety, are docile, and live in psychiatric facilities.

I'm an expert on everything Halloween movies and I never heard of any prior connection

Even if your claim is true, the character from the older movie could still be the inspiration for the boy in this one. Maybe it's just never been mentioned.
