Who was more evil? The Joker (from this movie) or Owen Davian from Mission Impossible 3?

Which of the two was more evil?

Davian bc he was going to bring about the end of the world (maybe) or at least play a significant part in it.

The Joker just wanted to put a smile on a few of Gothams residents
