Who was more evil? Jack Napier Joker or Ivan Korshunov from Air Force One?

Which of the two villains do you think was more evil? Personally I would say the Joker was far more evil because he was killing people for the hell of it. Korshunov at least had a motive and wasn't killing people for fun. But what do you think?

Hard Judgement call. Since the Joker is certified insane, can you truly call him evil? Korshunov was acting with his full faculties and therefore was totally in charge of his actions.

Yes you can still call the Joker evil because even though he was insane he was still smart enough to know the difference between right and wrong.
