Both movies are spins on Detective Noir stories set in the 1940s/1950s Los Angeles where a powerful figure of law enforcement is directly involved in a criminal enterprise concerning Freeways. Judge Doom plans on demolishing Toontown and taking control of the land in order to build a freeway there, while Pierce Patchett is using his alliance with corrupt LAPD captain Smith to blackmail and get approval for the construction of a freeway.
