When Richards is in the hippies secret hide out getting bitched at for being a cop, a man with an ugly hat and mustache is standing silently in the room. He looks like Val Kilmer.
Anybody know who the actor is?

shareIt's maybe a not well known actor. Val Kilmer I remember played Batman in a Batman film. The Batman film the governors were in was when George Clooney played Batman.
shareI seriously doubt the man in the hat was Val Kilmer, probably just a hired extra that looks somewhat like Val, except a little heavier than what Val was at the time.
