Did Riggs and Joshua know each other from their Army days?

I kind of got the vibe that Riggs had at least crossed paths with Joshua while they were both in the Army, was this ever explicitly stated our discussed in the film at all?

No. Riggs crossed the path of the unit Joshua was part of but they never said they'd met personally.
