'MK Ultra' was an attempt to create 'zombie assassins' in the 1960's using LSD and hypnotism on young subjects (20 y/o women). They could not get it work reliably so it was abandoned.

Every government has tried this down the years. Check out Banshee Chapter if you haven't seen it.

They tested LSD on many, many different populations.
