Has blame in some extent, been unfairly placed on John Landis' hands?

This is from Landis himself, so of course, take it as you will, but he apparently complained about the FBI saying that the helicopter's blades delaminated and the pyro man set off the charge too early. And yet, the pyro man wasn't charged in the affair.
