Tony's downfall was due to him not going through with the New York hit.

But had he not been coked up in the city he'd a went through with that hit regardless of the presence of the children.

It's arguable.

The introduction of [the children] by the production is a cheap cheat. They're placed there because in a coke laden diatribe in a 4 star restaurant hours before he assassinates Omar Tony indicts Elvira for being barren?

Tony wasn't seeing these clearly because he was on coke which is why he got busted by Seidlebaum, why he kept insulting Elvira to the point that she left him, why he killed Alberto, why he mouthed off to Sosa (resulting in him sending an army to take him out) and finally why he killed Manny which made Gina go crazy.

I think it's implied that Tony would have been more careful had he not been snorting coke. He probably would have realized that it was safer to stay with his banker. It seems that the more coke Tony snorts the more things fall apart for him.

I still think he would have refused to kill the kids in the car, even if he wasn't on coke.

Interesting observation!

It also turned out to be prophetic when Frank told Tony that he’ll someday have the problem of ‘what to do with all the cash’ — it was while laundering his cash that Tony was busted by the undercover cop.
