There was an 1st-season episode where a film crew is spending a few days at the stationhouse. Howard conducts a seminar in the meeting room to demonstrate new devices, one of them being this long claw-like metal thing that clamps around a person's neck to subdue them. Howard uses one of the patrolmen as a guinea pig, then he can't get the release lever to work and the guy has to walk around with this contraption clamped to his neck! Priceless stuff...

Gang Culture has more than kept pace. We don't have cuddly guys like Jesus hanging around the police station, or those camp guys with their gang's names tastefully embroidered on the back of their pristine denim jacket any more. No doubt Howard saw all that coming and realised the need to be forearmed, in every sense!
