maxwell came off as a dorky villain?

I think he did. He had limited screen time and for what he add, he had no memorable lines whatsoever and he hardly had ANY menacing things about him. His death kinda sucked too. Not only was it sudden but I would've thought he'd get stabbed with his own knife.

Even Harlan Rook is better than THIS guy.

The Best of the DIRTY HARRY movies would have to be "MAGNUM FORCE" and was based on a true story, plus it was the most violent of the DIRTY HARRY movies.. The ENFORCER was also very good in that it added a layer to Harry and softened him up for a moment and made him human

Maxwell.. Is that the dude who ate the rocket launcher from Clint at the end?? That was the best part of the movie if so

Yeah that was him, the dorky bad guy. Didn't hold a candle to Scorpio.

He was vicious enough to be taken seriously but the ending was a bit of a letdown. Was great that Harry got to blow him up with the rocket but it just came too quickly without an extra bit of drama.

It could have been:

- Moore is seriously wounded and tells Harry to get Maxwell.
- Harry goes after him and Maxwell runs out of bullets.
- Harry climbs the stairs of the tower and throws the frozen, scared mayor down the stairs to get him away (I can imagine him doing that).
- Harry confronts Maxwell and has a good old hand-to-hand fight with him as Maxwell tries to get him with the knife.
- Moore is able to get to the rocket launcher, aims and yells out to Harry.
- Harry climbs himself out over the rails and flips into the second level of the tower as Moore fires at Maxwell and blows him up.
- Harry has that moment of disgust with the mayor and goes back to Moore just in time to hold her and exchange some words as she dies.
