Yes, they are. Different individuals, since all of the ones in the previous film were killed, but the same race.

I don't believe they are actually. They don't turn into apes when killed, these ones have to rip off rubber faces to reveal their alien faces, the previous used magic to morph from ape to human. Also all reference to the ape aliens from the previous film was edited out of the flashback scenes in the opening (as was king ceasar). Koalas are telepathic. Plus, they control the weather.

This movie and the first one with MechaGodzilla are like unofficial prequels to the original Planet of the Apes movie with Charlton Heston. The intelligent apes came to Earth via from outer space and eventually mated with domestic apes, and then over generations of time, apes took over the planet
