Because that's where they really are building spectacular buildings wit no though for the safety or the tenants, the welfare of the workers, or what will happen after the builders have made a quick buck and the government has drawn in more wealthy tourists. Where else would a skyscraper fire be more plausible, or the cast of characters more in need of a comeuppance?

Hell, there's another skyscraper fire going on right now - it's The Towering Inferno in real life! The "Torch Tower", even.
