Notice how when the guy kills the Chinese woman vampire we see a visual shot that seems to imply a man overpowering a woman sexually. He's got her spread eagle while he puts wood into her.

Yes, I think it had more to do with trying to prevent the vampirism from spreading.

The best way to prevent vampirism from spreading is to leave lots of handy implements lying around the cellar. Nets....sharp metal tools....hammers........sprinklers.

I’m not sure why they were chained, but you’ll notice one of the vampire ladies looks very much like Penny Marshall, aka Laverne from Laverne & Shirley.

Laverne and Shirley was a comedy and not a horror show. Certainly there were never vampires in any episode

They were chained up as unlike Dracula, they were animalistic and prone to attack anyone in the area which may have drawn notice from the authorities at a time when Dracula and his cabal needed anonyimity.
