Because they were a little starstruck. Messed up as it may seem, he was a celebrity, which is why they were eager to take his lighter and comb as souvenirs. It also didn't hurt that he was a country boy who spoke their language.

shareI agree with Brandon, but that explains the cop's reaction. Kit and Holly were celebrities , much like Bonnie and Clyde were. And the cops were bumpkins. And they were not "modern"....this was 1959. One has to look at it through a period "cultural lens", not a modern one to accept this.
