Did De Cruz intentionally crash the truck?

Going on memory, DeCruz intentionally ran down Herbie (is that his name?), but the brakes were out on the truck, so it careened out of control and crashed. I guess the Nazi was good at preserving gasoline, oil, and lead acid batteries, but didn't know beans about brake lines..
