I think this little drama within the film is intentional. First, it makes Kiki and Jerry Manning more sympathetic because they take on the guilt of accidentally letting the leopard loose.
The mother is pretty awful to the girl, but isn't Clo Clo to blame the way she scares the leopard?
Or the guy who loaned Jerry the Leopard?
KiKi and Jerry say they don't want people to think they are "soft" but they both secretly give money to the family of the victims.
I think this movie's message is that being "soft" is what makes us human and we shouldn't be so on concerned with being tough all the time.
An interesting contrast to the propaganda films of WWII that got everyone worked up for the fight.
