Why is the KKK threat so location specific?

He didn't target the KKK as a whole, but a specific chapter in Beulaville, North Carolina. Are they worse than the klansmen in the rest of the country? Did a member from that region instigate a fight with Miller? Why did he specify it?

Considering how crazy miller is in general, I wouldn't put much stock into anything he says.
