Step 2 is blaming Trump and Republicans for that problem.
Step 3 is making sure to make things worse than they already are and have the media run cover for you while you ignore it and move on to your next task.

Yeah, the border was under stricter control under Trump's administration than it had been in decades, but it's still Trump's fault. Jesus H. Crist, Democrats are stupid (but cunning when it comes to dicking with elections).
