There's a word for that. Hoax. He did it to get attention and further his career, no doubt.
Selfish motives, and he hurts people who are legitimately victims of hate crimes.
No hate crime was committed. He implemented a plan to convince others that a hate crime had been committed. That the plan seems to be unraveling doesn't indicate a desire to commit suicide from the start. He thought he'd get away with it, and maybe propel his profile to a place higher than it had been.

If, it turns out that this was a hoax, surely it would be a case of orchestrating a fake hate crime rather than committing real one.
