Bynes has been suffering from mental illness for at least the last decade or so. As a result her career has essentially disintegrated and she’s been hospitalized/committed several times. She’s currently in what appears to be a “manageable state”; however she seems to still be suffering from the problems that have plagued her.

Speculation: The fact tattoo is likely a “protest/realization” by Bynes that her acting career is finished and that she can no longer expect to receive many (if any) roles. By marking her face, she’s demonstrated that her most valuable “asset” when it came to acting (her appearance) no longer matters to her. She had the tattoo placed there as an indication that’s what she believes.

Frankly, it’s more sad than anything else. Tattoo parlors specifically are supposed to make it clear to people what involved with facial tattoos; and many will perform them on people who they know or strongly suspect are mentally ill. The business who performed Bynes’ better hope that they received a signed waiver as they have definitely put themselves in jeopardy of civil litigation.
