My wife's friend has no eyebrows, so she paints/pencils them in. The damned things look like thin caterpillars.
I've seen woman (on holiday generally) who look more likely to have done it as some kind of fashion thing. Not sure what they do with their own eyebrows, maybe shave them off...

My understanding is that it's a combination of too much plucking when young and a natural loss of eyebrow hair on females as they age.
Seems on men, the hair they lose on their heads as they get older transfers to their eyebrows and ears.
