Why couldn't Teri Garr find a classic TV role that matched her quirky persona?

I mean, you could argue that Teri Garr was Lisa Kudrow before Lisa Kudrow. That's why casting her as Phoebe's mom on Friends felt like such brilliant and inspired casting.
