I believe that they did. And yes they do seem to be setting themselves up for big problems, but then you could say that about everyone else too...

They relaxed the restriction of 1 child to you can have 2. Before it was you could only have 1 but if it turned out to be a girl then you could have another but to what extent I don't know until you had a boy because they were valued more.
