They should secretly give nukes to Ukraine

Secretly give them to Ukraine then Ukraine says to Russia, "Surprise, we have nukes." Nukes are only useful as a deterrent and Russia has already invaded. Ukraine's not going to nuke Russia's front lines on their own contested soil. Nuking inside Russia would invite the same on them.
