with what money? they are ranked 11th for GDP, but with that population, size and the costs associated with their geography running Russia isnt cheap.
Ukraine showed militarily they are weak as fuck. sure they can bomb some ISIS fighters in syria with Syrian help. but they are utterly failing against a small country.

the US navy is 4x the size of Russias. this is what happens when you have a deluded dictator facing his own mortality. trying to leave a legacy, rather than one of a stalemate and degrading Russia. combine this with being surrounded by yes men and he cant distinguish reality from his deluded fantasy
Russian population is less than half of US. Per capita GDP is 70th. Huge brain drain because of war. No way they can build a space station or expand their military.
