A television movie about a boy who is turned in to a girl (Solved)

Approximately sixteen years ago, Lifetime aired a movie about a boy who was surgically changed in to a girl as a newborn because his circumcision was a failure due to an inept doctor. As the girl grew older, she became increasingly confused and horrified since she still had male hormones and a boy's brain and never reached puberty as she was not a biological female. She left a school dance after one of her classmates called her a freak in reference to the fact that she was very masculine but wearing a dress. She felt like the boy that she truly was and finally learned that she was right all along. At the end of the movie, the child was turned back in to a boy.
