Somebody found me similar movie, but it is from 2009.

Other possibility is "“Don’t Say a Word”, but it is too popular. Third option is "Whispers in the Dark" (1992) - maybe?

It is rather tough to find, because many people watched TV series, but they don't remember every episode. Perhaps it is useful list (I found eg. an episode "Walker, Texas Ranger" using similar list), but these descriptions aren't too exact:

It is difficult too. I asked my familiar from Poland, but he doesn't remember nothing more. He is very experienced cinephil, so it will be extremely tough to find.

I am almost sure that it wasn't full prison movie, but only an episode of TV series, because I watched many prison movies and nothing isn't similar, except scene from "Shawshank Redemption". But it is other, because (in my episode) a prisoner was killed by a prison guard with short pistol at the start of this episode. He was blonde haired man, probably. I remember very long corridor and (perhaps) photocell sliding door.
The killed prisoner was long blonde-haired man (probably). Definitely not Asian and not African American prisoners.
Only in "Blind Faith" - Episode #1.2 is Prosecutor Kelly, but somebody suggested it early, so I don't know.
Do you remember something more? An awkward girl was a heroine?

I don't know. These movies are difficult to find. Similar situation is connected with my prison movie. Maybe it was unpopular and tv movie probably.
