I think the cops he killed at Nine star united building all are mercenaries, and thus Clay considers them goons.
This is what capt Pettis (the leader) said when he introduced his team to the FBI squad: "Private security here on the orders of the Governor." and "Because Mr. Westwyld hired me".
At the mansions, Clay didn't kill any secret service (he shot at their body armor). He only deliberately killed the goons (mercenaries/other beekeepers?) . Perhaps some agents were wounded, like shot at the limbs, broken bones, or explosion concussion, but I believe no agents died.

For the poor guy at the gas station, I think when he gave his car key to Clay drove away should give enough time for him to walk away before the explosion
probably half of the money goes to the salary. ben afflect is one of the highest earning actors

probably Becky forced anthony to do all at gun point. what bothering me though, why doesn't anthony just step forward, so when the door is opened, the pin is not pulled.

lol, probably they need a quick answer, and that kid is the first person Dan can think of
yeah, I think this plot/scene is unnecessary. Probably the director wants a "quick" way to reduce the number of actors involved
