When we look through the filter of the original trilogy, yes, Vader is definitely number two below the Emperor. But I’m not convinced that was Lucas’s plan in the first movie. Taken on its own, Tarkin certainly seems to wield more authority than Vader. When the Senate is formally dissolved, it is Tarkin, not Vader, that this information is passed to first. You would think the Emperor’s right hand would know that first in case any action needed to be taken. And if Vader respected Tarkin’s authority for commanding the Death Star, Tarkin must have been REALLY up there. After all, Vader had no problem choking the life out of a fleet admiral, on his own ship, in front of his crew, in Empire. So, somewhere along the line Vader’s respect for authority took a rather steep decline. He may not have said, “I’m the right hand of the Emperor...”. But killing someone in cold blood is a lot more dramatic than mere words! Good thing about fiction... you can watch and dream up your own interpretations! Add Heather Graham to that list! I would differ with your opinion of Vader. In the original Star Wars, Vader was clearly subservient to Tarkin, taking his orders several times without question. That would make Vader the strong man to Tarkin. It wasn’t until Empire where Vader became the unfettered big bad guy... and even then, he was under the shadow of the Emperor. There was a scene in the movie “The Exterminator” (1980) where the hero hangs a mob boss over a large, industrial meat grinder and SLOWLY has him lowered into the grinder, feet first. From the speed he was lowered, it probably took many minutes before the blades would have reached vital organs, so I imagine the mob boss got to experience excruciating pain for quite some time as his legs, bones and all, were slowly ground to hamburger.
