How was that third episode allowed to happen?

I understood the theme and the ending. I liked all the interactions between Helsing and Dracula near the end. My problem is the two new characters introduced, Jack and Lucy. The actors who played these characters didn't help matters, but I found myself not caring about them at all.

There are so many "What's the point moments" which weren't resolved:

-Jack kept ignoring supposedly his father's phone calls. No resolution.

-Jack was supposedly part of some ongoing research at the Harker facility. No resolution.

-If Dracula liked Lucy for her carelessness towards death, what was the point of Jack and Lucy's weird unbelievable relationship? I initially thought he was only attracted to her because Jack was attracted to her and Dracula carries Jack's ancestor's blood.

-Money conjured by occult, what the fucking fuck!? You don't need occult to conjure money, you only need the FED.

None of the new characters in this episode paid off. Who was responsible for this shit of an episode?
