This is how I would write Season 1

I would model it on the TNG episodes "The Chase", "The Gambit", and "A Fistful of Datas".

The core idea is that Picard is compelled to locate an artiifact of importance to the galaxy. A number of people are after this artifact, some with nefarious purposes. Picard must prevent them locating the artifact before he does. He has to go uncover a number of times, infiltrate groups and use his sleuthing and academic ability to track down the artifact. He discovers that the artifact can adversely affect the behaviour of Synthetic beings/Androids through a nanobot virus that can also clone Synthetic individuals. Data's positronic matrix (a copy was stored in a lab before his death) has been hacked to rebuild and clone him by a Vulcan/Romulan alliance set on destroying on the Federation - they need the artifact to remotely power and control their clone army through an ambient electomagnetic field generated by it. After losing the artifact to a devious foe subsequent to finding it, Picard must obtain one of these clones and re-engineer him to stop the Data clone army from attacking the Federation.
