He could've shot the guy by the burning building but instead he just stood there to get shot at. Even the guy he encountered later on after he left the women and the kid, he could've killed him but instead let him go to call for help

I had the same thought. He stood there watching that guy walk up to him. Maybe he was shook up, or he had an idea that the guy was a Brit?
