The girl still locked up

Anyone else think this is unfair? Girl already served her time, yet they still keep her because she doesn’t have a home to go to.
Why still keep her locked up then? Why not a foster home or group home? Or how about giving her more privileges in juvie.
Just didn’t think it was right to still treat her as an inmate.
How often does this happen? Never heard about anything like this until I watched this show
