The druggie who knew the dealer had abducted kids locked in his basement but couldn't even be bothered to put in an anonymous call to the cops. How many of them had been sold on to god knows who because of his silence before Gary knocked on his door?
I'm certain Ray would want a 'chat' with him about moral responsibility.
He helped save the girl so I think Ray would have let it go. Plus the series is full of characters who are aware all kinds of bad shit is going on but don't take it to the cops. I'm sure you could find some exceptions but Ray mostly goes after people who either fuck with him or he's paid to go after.
shareThis was a different situation to the normal 'bad shit' though. It involved kids, I don't see Ray turning a blind eye to anyone who could have easily stopped it earlier.
